Can you file and pay your taxes online using Turbo Tax and can you pay them quarterly using Turbo Tax?

Yes to both. At the end of the turbo tax they will ask you how you want to pay. It has an option for a payment schedule. (I did mine today on line). To pay online you need either a debit card or a a credit card. You may pay by check though.
