Why do people think the TEA Party wants total?

The Tea Party itself is based on false pretenses. The boston tea party wasn't conducted because of high taxes. It was conducted because the big business (British east india company) was getting huge tax breaks to sell their tea lower than the merchants. So, the basis of the tea party is false anyway.
