Why my 2003 Honda Civic seems louder sometimes?

Hello everyone.I was just wondering why my 2003 Honda Civic seems louder on the road sometimes? Sometimes it is like quiet on the road.Is this normal? I heard that Civics need to get warmed up first. It mostly happens during cold weather.Thanx! Please help me out guys.
